Cost-benefit analyses
Cost-benefit analyses help public sector decision makers make better decisions.
Resources are limited. That is why the pressure is on to get the most for your money. Cost-benefit analyses help public decision-makers make better decisions.
We help highlight whether society’s gains equate to the costs of new investments or changes in regulations.
Why choose Incentive?
That is why we help the Ministry of Finance, the Ministry of Transport, the Danish Environmental Protection Agency, the Danish Road Directorate, the Danish Transport Authority, Banedanmark, the City of Copenhagen, Metroselskabet and many others.
Some of the things we help our clients with
Analyses of new infrastructure
We calculate the annual economic return on investments in, for example, traffic infrastructure. The aim is to ascertain whether the benefits equate to the costs. Such benefits can include reduced time-costs, lower running costs, and reduced environmental, climate or noise output.
Analyses of new regulations
We illustrate the costs and benefits prior to political decisions being made to change the regulations in any given sector. Among other things, we highlight the effects of deregulation, competition and changes in subsidies.
Analyses of climate initiatives
We calculate the shadow price that expresses the cost of any given initiative through a reduction of greenhouse gas emissions by the equivalent of one tonne of CO2. By comparing shadow prices for a range of measures, it is possible to find the most cost-effective approach to meeting Denmark’s international climate obligations and national objectives.
WE AVOID CONFLICTS OF INTEREST
We work for public authorities, private companies and interest groups. Some of these are competitors or have other types of conflicting interests.
For this reason, we only work for one client at a time within a specific field. We consider a project completed when the client has received and approved the final reporting and we have sent the last invoice. As soon as a project is completed, we can work for another authority/company/organisation in that field.
In certain subject areas, we have entered into a framework contract with an exclusive agreement. This means that in these fields, we do not work for anyone else.
In certain cases, when there is no risk of conflicting interests, we can – in full transparency – work for several clients simultaneously within the same field.
Examples of our work
Copenhagen Municipality and Malmö Stad
We completed an analysis of the societal costs and profits of building a new Oresund Metro – with both the Swedish and the Danish method basis.

Copenhagen and Hvidovre Municipalities
We have produced a memo about the socioeconomic consequences of storm surge protection in the Kalveboderne area of Copenhagen. We compared two scenarios to calculate the cost of a future storm surge for building owners, companies, road users and infrastructure.

Ministry of Transport
We have helped the Danish Ministry of Transport develop, expand and continuously update TERESA. TERESA is the ministry’s official spreadsheet tool for cost-benefit assessments of transportation projects.
